Minimum Qualifications

  • 5+ years business analysis experience in HRIS and/or Lotus Notes HR databases, including SDLC and data analysis experience
  • 2+ years implementing Infor software
  • 2+ in training or troubleshooting with end users in HRIS or 2266

Duties

Under the direction of the Project lead, Project Assistant M-3, the Business Systems Analyst 2 (BSA 2) will provide knowledge transfer and the following duties, including but not limited to the following:

  • Participate in the delivery and implementation of the enterprise Human Capital Management system.
  • Translate functional and technical requirements into programming specifications through design documents, decision logic tables, and flow diagrams.
  • Assist with the documentation and tracking of the requirements for the Human Capital Management system.
  • Participate in the analysis of the impact of re-engineered business processes.
  • Assist with the maintenance of the requirements traceability matrix.
  • Assist with ensuring compliance of the Office of the State Comptroller standards, procedures, and guidelines.
  • Work with project staff, consultants, end users, and others to elicit and document the current human resource processes and/or functions.
  • Assist in the development of business procedures, instructional documentation, and training materials for end users.
  • Assist with end user support and training.
  • Executing change management activities related to the project.
  • Assist with the delivery of business analysis training to current and new staff.

Knowledge, Skills & Abilities

  • Ability to write, read, modify, understand, and manipulate complex queries and large datasets using a combination of mainframe, MS Access, and/or Excel.
  • Extensive knowledge of OSC HR business processed and practices, as well as OSC agency structure and culture.
  • Ability to work independently and easily shift priorities according to the project need
  • Demonstrated project management skills or PMP certification

Telecommuting

The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
